What to make of Libya’s declaration of a ceasefire and acceptance of the UN resolution Seen most
cynically, it could just be seen as the Gaddafi regime playing for time, using the extra hours to make it more difficult in both military and political terms for action to be taken. Or, it could
indicate a division within the regime, with more pragmatic elements trying to temper Gaddafi’s threats and avoid anything that brings the situation to a head.
