David Cameron has this afternoon had a ‘full and frank’ discussion with European Council president Herman Van Rompuy about the candidacy of Jean-Claude Juncker for president of the European Commission. What does ‘full and frank’ mean? According to this picture, it involved the PM demanding a vote on the appointment from behind his hand. Not a diplomatic tactic we’ve seen before…

        Farage gave him the rude and bigoted treatment. Political disagreement does not need to descend to personal and public insults. It was in that moment that Farage lost any vestige of respect that I might have had for him. Anyone can make rude pronouncements to raise an ill judged laugh. Statesmen do not.

                No, it’s impossible… we have a crappy little ground and massive support. It has been like that sine the late 70s’ really, but made impossible by all seat stadia.

                  I agree about the fans, but, sadly, not the stadium. It has never been worthy of either the fans or the teams we have produced.

                  I used to go to the matches all the time, from 73 to 84… so I was truly spoilt! I used to go on the Kop.

                  When my lads were young I took them to a few games, but the costs were really prohibitive. as a result none of them have the love of the game/team that I had when I was young.

    Article 17(7) TEU says so:

    “7. Taking into account the elections to the European Parliament and after having held the appropriate consultations, the European Council, acting by a qualified majority, shall propose to the European Parliament a candidate for President of the Commission.”

    But unfortunately for Cameron, even if he got his way on the European Council and somebody other than Juncker was proposed, that article continues:

    “This candidate shall be elected by the European Parliament by a majority of its component members.”

    and those leading the largest groups in the EU Parliament have made it clear that they will not elect anybody other than one of the five Spitzenkandidaten.

    And for that Cameron could blame Major, because under the original 1957 Treaty
    of Rome the EU Parliament (or Assembly as it was then known) had nothing at
    all to do with the appointment of the Commission and/or its President, and that continued to be the case until Major agreed that it would become involved, and moreover that it would have an effective veto, through the Maastricht Treaty.

    Plus he could if he wanted also blame Blair for abolishing his own veto through the Nice Treaty, but in any case that national veto would not be definitive if MEPs were to continue to insist on a person who had been vetoed.
